Scope and applicable legal framework

Caribbean Hearts LLC operates the Caribbean Hearts service. Requests for records held by the service are reviewed under the laws applicable to the request and the service, including the United States Stored Communications Act, 18 U.S.C. §§ 2702 and 2703 (including preservation requests under § 2703(f)), and, where applicable, New Jersey's Wiretapping and Electronic Surveillance Control Act, N.J.S.A. 2A:156A-28 through 2A:156A-30. These references are not a promise that every request will be granted or a complete statement of every law that may apply.

Registration availability may differ by country; the registration flow shows the countries currently available. The legal frameworks below identify laws that may be relevant to requests involving the listed jurisdictions. For each individual request, Caribbean Hearts evaluates the applicable law, jurisdiction, authority, and legal process in light of the request and surrounding circumstances. Listing a law does not itself validate a request or authorize disclosure. Foreign criminal, civil, and regulatory requests are handled through the process and international cooperation channels required for the request and jurisdiction. A direct email is an intake channel, not a substitute for legally required process or formal service.

Country-specific legal framework

  • United States: the Stored Communications Act, 18 U.S.C. §§ 2702, 2703 and 2703(f), governs certain provider disclosures and preservation; 18 U.S.C. § 2258A may impose reporting duties on covered providers. How to submit a request

Authorized officials may submit requests to [email protected]. Include the agency and unit, official's name and title, verifiable government contact information, jurisdiction, legal authority and process, target account or other specific identifiers, exact records requested and relevant time period, applicable deadlines, any legally binding nondisclosure requirement, and a secure callback method. For preservation-only requests, state the legal basis, target identifiers, records to preserve, and requested preservation period. Do not include classified information or send passwords, complete payment-card data, CVV/CVC, or unrelated personal information. If email is not an appropriate secure channel for the material, identify a secure delivery method in the request without attaching sensitive content to the initial email.

Emergency requests

Caribbean Hearts is not an emergency dispatch service. People in immediate danger should contact local emergency authorities. Authorized officials seeking an emergency disclosure without delay must identify the agency, official, affected person, specific imminent danger of death or serious physical injury, information needed to address that emergency, legal basis, and secure callback channel. Emergency disclosures are reviewed under applicable law, including the limited emergency provisions in 18 U.S.C. § 2702(b)(8) and (c)(4), where applicable; an emergency label alone does not authorize disclosure.

Review, preservation, and disclosure

We verify the requester's identity and authority, determine whether the request is directed to the correct legal entity and is legally sufficient, and may seek clarification, narrow an overbroad request, challenge or refuse process where appropriate, and notify affected members unless prohibited or unsafe. We disclose only information reasonably responsive to valid process or otherwise permitted by law. A preservation request does not itself require disclosure. Records subject to a valid preservation request or legal hold are protected from routine deletion for the applicable period; United States preservation requests under 18 U.S.C. § 2703(f) generally specify an initial 90-day period and may be renewed as the statute allows.
